Dare County Sheriff’s Office reports two drug arrests from May 30

The Dare County Sheriff’s Office has reported two separate drug arrests that occurred on Tuesday, May 30, 2023:

On May 30, 2023, at approximately 11:28pm, Deputies working the C-District responded to a suspicious person at a closed business in the area of 47000 block of NC Hwy 12.

When they arrived there were two individuals in the PVA of the closed business. While speaking to them a bookbag was located and both denied ownership of it. It was checked for identification and an amount of Methamphetamine along with an ID of a person who was on scene was located and seized.

Kristen Marie Jarvis, 39, of Buxton, North Carolina, was arrested and charged with (F) Possession of Methamphetamine. Jarvis was given a $15,000 secured bond.

On May 30, 2023, at approximately 1:15pm, Deputies working the B-District attempted to stop a vehicle near Burrus and Mill Landing Rd, in Wanchese.

The vehicle did not stop and continued out of Wanchese towards Nags Head. The Deputies stop the pursuit due to the amount of traffic on US 64. Nags Head Police were able to find the vehicle near the Quality Plus where it again failed to stop. After a short pursuit the driver jumped from the vehicle and ran. A deputy was able to catch the driver who was placed under arrest. Robert

James Splawn, 30, was arrested and charged with (F) Flee to Elude with a Motor Vehicle, (M) Possession of Marijuana, (M) Possession of Marijuana Paraphernalia, (M) Resist/Delay/Obstruct, Speeding, Running a Red Light, Improper Passing and Left of Center. Splawn was also served with his warrant for (M) Probation Violation. Splawn was given a $75,000 secured bond. Nags Head and Manteo Police Departments assisted in this incident.

A number of storms are anticipated to impact and disrupt power to millions o

Colorado State University recently released its annual forecast for the 2023 hurricane season, which predicts 13 named storms and six hurricanes, including two major hurricanes. This is slightly down from the annual average. However, the report also notes a high level of uncertainty in this year’s forecast, indicating a strong possibility that this year’s hurricane season could become much busier than is currently predicted.

“With such high levels of uncertainty surrounding this year’s hurricane season, homeowners and business owners need to do everything they can to prepare now,” said Kyle Raabe, president of Consumer Power for Generac. “Making a plan ahead of time that includes a source of backup power is an important step to ensure you and your loved ones remain safe and comfortable in the event of a strong storm.”

Generac offers several resources to help homeowners prepare for severe storms and long outages, including the annual Hurricane Preparedness Guide, a free and simple tool to guide homeowners through the storm season, and Power Outage Central, a free tracker that provides up-to-the minute outage information nationwide. Given the seasonal outlook, Generac is urging residents in storm-prone areas to make simple, actionable plans with steps to be prepared before, during, and after a major storm.

Following are tips to help manage storm season, and you can download Generac’s full Hurricane Preparedness Guide on their website listed below.

Before the Storm:

●  Turn your refrigerator and freezer to the coldest setting.

●  Fill bathtubs and large containers with water for sanitation purposes.

●  Charge cell phones.

During the Storm:

●  If evacuating, listen to orders at least twice to determine driving directions. Secure your home by unplugging appliances, turning off water at the main valve and deactivating electricity at the breaker box, and drive directly to your designated evacuation spot, sticking to evacuation routes.

●  If sheltering in place, take shelter in the safest room in the residence. Save your cell phone battery as much as possible in case the power goes out and unplug all outlets in the event of an outage to reduce the chance of power surge-related damage when power returns. Monitor for updates via radio or television and be prepared to evacuate if the home is damaged or an emergency official gives the order.

After the Storm:

●  Stay alert for potential damage and dangers that may arise after a storm. Subsequent rain can cause flooding after a hurricane has ended.

●  Do not return from an evacuation unless given permission by local authorities.

●  If there is severe damage to the home, or if you suspect a gas leak, leave immediately and contact local officials.

Dare Days returns to Downtown Manteo this weekend

The Town of Manteo is gearing up for an extravagant two days of live music, vendors, food trucks, festivities, games, and so much more as Dare Days returns for 2023. The event will be held both Saturday, June 3, from 11 a.m. to 7 p.m., and Sunday, June 4, from 3 to 5 p.m.

Food trucks will be located in the Christmas Tree Parking Lot and the Pioneer Theater parking lot with many delectable options this year including Mr. Buddy (carnival food), the Lions Club, Garden Deli & Pizzeria, Mahi Mahis, Fork et’ Me Not, and all kinds of sweet treats spread throughout. Don’t forget about the great restaurants located in downtown Manteo too!

In addition, Dare County Cooperative Extension will be doing herbal drink demonstrations, along with other fun activities at the Magnolia Market if you need something to quench your thirst. Bathrooms will be located at the Roanoke Island Maritime Museum, boat ramp at the end of Queen Elizabeth Avenue, Magnolia Market, and the Town Common.

The Town will have two tents in the Davis Lot.  The tent at the edge of the street will be a “customer service” tent.  If people have questions, want to share information, etc. they can come to this tent.  The other tent in the lot is where people will be able to purchase Dare Days merchandise.

Crash leads to the drug arrest of a Jarvisburg woman

On May 25, 2023, at approximately 7:00 pm, Deputies working the A-District responded to a traffic crash at the Wright Memorial Bridge in Kitty Hawk.

While at the scene a K-9 was deployed on the vehicles involved. The K-9 alerted to the presence of an illegal substance on one of the vehicles and it was searched. During the search an amount of adderall, xanax, dextroamphetamine, and marijuana were located and seized. The driver of that vehicle provided false information to the Deputies and was arrested.

The driver was identified as Precious Ella McDowell, 25, of Jarvisburg, North Carolina, and she was charged with (F) Identity Theft, (F) Possession of Schedule II Controlled Substance, (M) Possession of a Schedule II, IV, VI Controlled Substance, (M) Possession of Marijuana Paraphernalia, (M) Resist/Delay/Obstruct and (M) Fictitious Information to an Officer. McDowell was given a $59,000 secured bond. NC SHP assisted in this incident.

Democrats in Rep. Kidwell’s district demand his resignation after recent actions, statements

All four Democratic Parties in NC House District 79 have unanimously passed a resolution calling for the immediate resignation of Rep. Keith Kidwell. The resolution is in response to Kidwell’s recent deplorable actions and statements, which have drawn widespread condemnation for their derogatory nature. Kidwell’s behavior on the floor of the state house violates  the decorum expected within the House of Representatives. The Democratic Parties of Dare, Hyde, Beaufort, and Pamlico Counties are united in calling for Rep. Kidwell’s immediate resignation and have jointly issued this resolution.

Rep. Kidwell was forced to resign as Deputy Whip by the Republican Leadership after making derogatory and inappropriate remarks to Rep. Diamond Staton-Williams. Rep. Staton-Williams was sharing her personal account of receiving an abortion as a part of reproductive  healthcare during the  debate over the override of Governor Cooper’s Veto. Rep. Kidwell suggested  she  was affiliated with the “Church of Satan.”  Robert Reives, a top House Democratic leader, emphasized that certain types of conduct have no place within the institution and that respect for both the institution and each other is paramount.

Of equal cause for concern is Rep. Kidwell’s apparent membership in the Oath Keepers, a right-wing militia group associated with the seditious conspiracy that resulted in the attack on the U.S. Capitol on January 6, 2021. Such association raises concerns regarding his judgment,  allegiance to the Constitution and fitness to serve our democratic institutions.

Dare County Democratic Party Chair Susan Sawin commented:  “Rep. Kidwell’s recent behavior and statements do not reflect the core values of our district and it is time for him to step down. Our community demands a representative who upholds integrity, respect, and the principles we hold dear. He is unfit to serve.”

New rule effective today that pertains to classification of shellfish waters near marinas

An amended rule goes into effect today that pertains to the classification of shellfish waters near marinas.

 

Amendments to 15A NCAC 18A .0911, Marinas, Docking Facilities, and Other Mooring Areas, modify requirements to allow the Division of Marine Fisheries to determine necessary buffer closures for shellfish growing waters in and around these areas based on a dilution analysis, which is a more scientific and public health-based rationale than the previous slip count method.

The changes help ensure that North Carolina remains in full compliance with national requirements so that North Carolina shellfish can continue to be sold through interstate commerce. The changes also make implementation and enforceability of requirements clearer.

 

The rule was amended and readopted under the state-mandated periodic review schedule. The Marine Fisheries Commission gave final approval in February.
